SunCrest Shoebox Neighborhood Meeting

On Monday August 14th from 6:30-7:30PM at the SunCrest Clubhouse, the owners of the ~84 acres known as the “Shoebox” parcel located East of Tallwoods and West of Eagle Crest subdivisions in SunCrest will be holding a neighborhood meeting to review their upcoming proposals for the SunCrest area land. There will be a short presentation followed by a question and answer session.
The area is currently zoned as Residential Commercial or more simply defined as  “Commercial activities designed to serve a regional area.” (Full code here.) Past proposals, although never approved, included a charter school, commericial buildings, townhomes, and single family homes in addition to dedicated open space. Most recently, the SunCrest Owners Association surveyed nearly 300 SunCrest residents regarding potential commercial space uses including indoor and/or outdoor storage facilities.
The land is not currently included in the SunCrest Owners Association and would need to annexed (like the Candlelight Edelweiss subdivision) should they choose to be apart of the OA and be approved by OA Board and Draper City.

SunCrest Open Space Discussion & Edelweiss HOA Annexation

Draper City Council will be discussing the boundaries of a potential conversation easement for SunCrest area land (aka SunCrest open space.) This discussion will be held during their “study session” and is open to the public. However, no public comment will be allowed at the session. 
Background: In June, Draper City sold 110 acres of SunCrest area land commonly referred to as the Blue Bison Development. The sale of this land effectively paid the entire debt the City incurred from purchasing nearly 2,400 acres from Zions Bank in 2012 while also providing a multi-million dollar surplus of funds.

Edelweiss HOA Annexation

On June 28th, a motion was made by the SunCrest Board of Trustees  to approve the Edelweiss Subdivision to the SunCrest OA. Draper City, the Declarant outlined in the SunCrest CC&R’s, is the entity required to execute and record additional land into the SunCrest OA.
Draper City received declarant rights under the SunCrest CC&R’s when they purchased the remaining development from Zions Bank in 2012.

Draper delays 55 acre surplus, planning SunCrest open space

Draper City Council unanimously voted to delay the surplus of 55 acres of SunCrest area land until a definitive conversation easement can be put into place for the greater SunCrest area. The decision comes after receving public input in a crowded public hearing and efforts led by Draper Mayor Troy Walker in exploring a conversation easement with Salt Lake County.

Walker said, “There are a lot of questions that are not answered and I think the public comment has given us a lot of opportunities and avenues to look….conservation easement is something I am very in favor of.”

In addition to the conversation easement and as part of their overall plan for SunCrest open space, the City will look to surplus areas for probable residential development in an effort to help pay off the debt incurred from the original SunCrest purchase. In the coming weeks or months, Draper City will hold meetings regarding the surplus (sale) of additional SunCrest land and a more definitive outline of where a perpetual conversation easement will be.

 SunCrest Area Land – What’s the latest?

There’s a lot of hubbub regarding the future of SunCrest right now. As many know, the original SunCrest developer declared bankruptcy, a few potential purchases didn’t materialize, and Draper City was able to purchase about 2,400 acres for $5.6M exactly 4 years ago. This, along with the failed development, effectively nixed the original master plan that had been approved, and has given the City an opportunity to set forth their own vision for the area.

In 2015, Draper City put the wheels in motion to develop an “Open Space Master Plan.” With the help of outside consultants, countless hours of input, open houses, and surveys, this plan was adopted early 2016 to serve as an “open space element of the general plan.”

As part of their overall plan, a few parcels are being sold for development, and Draper City will soon hold another meeting regarding the surplus (sale) of additional SunCrest land. With development on the horizon, we thought we’d take a look at the history of other surplus land, and their status today since being purchased.

1- Mercer Mountain Estates
This ~20 acre parcel neighbors Hidden Canyon Estates and will provide pristine mountain and city views. This particular parcel was used to facilitate a settlement between the City and a private owner.

2-Lakeview Heights
This ~20 acre parcel neighbors the current Maple Hollow subdivision and zoning allows for multiunit density. This too was used to facilitate a settlement between the City and private owner.

3-Blue Bison Development
This ~100 acre parcel was formally put up for sale in 2014 and recently went under contract with Blue Bison Development for likely residential development.

4- December 2016 Surplus Proposal
Draper is currently considering a surplus of an additional 30-40 acres located along the road leading into the Blue Bison Development parcel.

 Our take: 

As more SunCrest land is being sold, open space plans put into place, new trails made, and the Hidden Canyon Estates and Edelweiss subdivisions bring new a wave of new construction not seen since the “boom” of the 2000’s, it’s certainly a busy time up here. Whether you’re new or old to SunCrest, for or against development, an avid outdoor enthusiast or homebody, we encourage voicing your comments, concerns and compliments when change is presented. Collectively, we’re a passionate group and that’s what makes this neighborhood such a unique and diverse community.

Draper City to review offer for property in SunCrest

Draper City-Blue Bison 110 acre purchase contractDraper City is looking at a 7.3 million dollar offer from Blue Bison Development on 110 acres of SunCrest area property that was declared surplus (surplus= the city’s way of saying “for sale”)  a few years back. This large piece of real estate is located at approximately 2900 E. 16000 S, or just east of the Mercer Hollow subdivision on the Utah County side.  Some additional deets? The buyer is requesting access off of from SunCrest Drive,  assuming responsibility for any easements, and agreement of future connections or subdivision needs. Draper City held an open space public review on February 9th to reveal proposed plans and a vision for the the Draper open space land on the Traverse Mountain Range.

The open space master plan encompasses nearly 4,000 acres and has been broken down into 4 zones. Each zone aims to identify suitable locations for recreation and conservation activities.

Draper City is currently updating the Open Space Master Plan. At the City’s first open house regarding the matter in September, we saw a glimpse of the possibilities that are being considered. Here are our main takeaways from the event.

Deer Ridge Development

Additional development at Deer Ridge, located in the Southwest corner of SunCrest, may be on hold. It’s unclear if that is a temporary status or a permanent decision. Depending on if you were speaking to consultants assisting with the master plan, or actual City staff, the information wasn’t consistent. The City indicated, as they had done in previous meetings, that much of the infrastructure is in place in Deer Ridge, and the City may look for ways to recoup the costs of the SunCrest purchase and didn’t rule out future development. Consultants however, cited public opinion and surveys that open space and recreation might be the best use of this land. Ideas range from conservation easements, revenue generating uses, and further development of the trail system.

Draper Trails, Trailheads, And Trail System Expansion

The current Draper and Corner Canyon trail systems may be beefed up, in a big way. It’s important to note that nothing specific is underway yet, but the following were discussed:

Draper Trails and Draper Trailheads

Edelweiss Trailhead – The current proposed trailhead is now located directly east of Stoneleigh Heights (versus within the future Edleweiss development). Proposed 12-16 parking spots and restrooms.

Hidden Canyon Trailhead – This proposed trailhead would be located directly off of SunCrest Drive and off of the road currently in development for the Hidden Canyon Estates subdivision. This trailhead would be similar to the Orson Smith Trail Head and be completed with restrooms, a small playground, and a pavilion.

Brookside Trailhead – Currently, Brookside Drive is the road that leads to nowhere in Maple Hollow. There is discussion about a new trailhead, with amenities, atop this road and rerouting the Maple Hollow Trail to connect with the Eagle Crest trail.

Our Take:

Many ideas are being tossed around. They range from dog parks, disc golf, campgrounds, sledding hills, chair lifts, and outdoor recreation centers, among others. It’s great to see so many ideas being considered and it will be interesting to see what sticks. In regards to future development, it’s clear the City is being careful of where conservation easements may or may not be placed and what portions may make sense for future development. With 40 acres of (former) City owned land now heading towards development, we’re excited to have a vision for the future.

Draper Open Space Visioning and Snapshot Report

Draper City is in the process of making a plan to update the Corner Canyon Regional Park Master Plan to include all City open space along the Traverse Mountains.

The City, along with Logan Simpson Design Inc., aims to establish a vision for City lands on the Traverse Mountain Range and suitable locations for recreation and conservation activities.

A city-organized steering committee will hold a public workshop on September 22nd at Draper City Hall to talk about progress and answer questions. Three 1-hour workshops will be held at 5, 6, and 7 P.M.

The Draper Open Space Visioning Process

The City recently asked Draper residents how they envision the future of their community. During the annual Draper Days celebration, Draper City reported that over 500 people visited an information booth and an additional 130 residents gave input online via an online survey.

Future Development

The City is updating the Corner Canyon Regional Park Master Plan to include all City open space along the Traverse Mountains. The “Project Map” above shows land Draper City already owned (light green) and land purchased at ~$2,125 an acre from Zions bank (lime green). The other image is future development.

When the City purchased land from Zions Bank in 2012, then Mayor and City Council reiterated their intent was to preserve as much of the land as open space, but mentioned they would look for ways to recoup the costs of the purchase.

Since the Zions purchase, Draper City has surplussed (surplus is a formality the City follows for land they usually intend to sell) 160 acres of the ~2,400 acres.

Of the current surplussed property, residents have seen some areas progress towards development. [See: Mercer Mountain Estates] This particular parcel, along with 20 acres surplussed in 2014 was included to help facilitate a settlement between David Mast and Draper City.

Regarding the 40 acres of City owned land, City Planner David Dobbins explained  “Draper City purchased nearly 2,400 acres of property from Zions Bank at a cost of $5,100,000, or $2,125 per acre. Therefore, the cost to Draper City to acquire the 40 acres being considered as a settlement with DJI was $85,000. The 40 acres to be developed represents 1.66% of the property purchased by Draper City from Zions Bank.” The Council voted in March 4-1 to move forward with the settlement with SunCrest resident Bill Colbert being the lone vote.

This particular parcel of prime land offers magnificent views of Salt Lake County, Mt. Timpanogos, and Utah County. When asked about what other areas were considered, the City said it considered “many other areas but couldn’t come to an agreement.” Most of the City Council is also quick to point out that the original master plan included more development.

As former City owned land is being developed, many residents are eager to see the City work towards a master open space plan and hopefully “put to bed” the uncertainty of (more) future developments.
